14-Year Old Girl Victim of Sex Contract

A 14 year old claims she was duped into signing a contract for sex. And what she thought was a refuge, turned out to be a home where everyone had to sign a bizarre agreement.

Two people are being charged in this Utah County case, a 20-year old and a juvenile, Jimmy Santiago is charged with two counts of rape and forcible sex abuse. A 17-year old juvenile male is also charged with the crime. And authorities are wondering if other underage girls signed on the dotted line.

Homeowner Richard Woodard says he was in jail when under-age girls started staying in his trailer.

He claims it was Jimmy Santiago who was house-sitting, that brought a 14-year old to stay in the home.

After she was told to leave, the girl told police that Santiago and another 17-year old male had raped her.

According to court documents, the 14-year old runaway was from a group home in Provo. She says the two not only raped her, but also forced her to sign a contract to perform sexual favors if so-called house rules were broken.

Woodard says it wasn't a contract and sex wasn't its intent.

Investigators found the contract at the home and claim the names of two other females are on the list.

But for now, investigators say they have enough evidence that the 14 year old was raped...

Investigators say Santiago could soon be charged with another rape of an underage girl. They say a 15-year old girl is making similar allegations. The Utah County attorney is screening the case for possible charges on that case.

A search warrant by sheriff deputies found a so-called contract along with a notebook with possible victim's names and numbers.
