Edward Francis, 41, is listed in state documents as the director of CastleGarde, a consulting firm at 4911 S. West Shore Blvd. CastleGarde helps credit unions protect members' personal information and comply with the American Health Insurance Portability and Accountability Act, its Web site says. Francis was arrested Monday on a warrant charging him with three counts of lewd and lascivious battery and one count of promoting the sexual performance of a child. He was released Monday from the Pinellas County Jail after posting $15,000 bail, court records show. Francis knew the girl through her mother, whom Francis dated at the time, said Detective Joe Bross of the St. Petersburg Police Department. While teaching the girl how to drive in a parking lot in August 2002, he had sex with her, according to court documents. In November of that year, he tried to persuade the girl and another teen to videotape themselves performing sex acts in a town house he owned in Feather Sound, according to court documents and investigators. The second girl refused, but his friend's daughter agreed to have sex with him, Bross said. Francis also is accused of offering to take the girl on a shopping spree at Tampa's International Plaza if she would perform a sex act, and she complied, officials said. A call to Francis at CastleGarde was not returned Wednesday afternoon.
